The Senator hasn't been charged yet because of diplomatic immunity, that has to be lifted before they can officially charge him." Did Jean Dominique broadcast anything sensitive before his execution? Montasse: "Jean has been all his life fighting for a number of issues which were important to him. It's is difficult to know whoses toes he stepped on that got someone to order his execution, it is difficult to know. We have an inquest going on that has lasted 18 months so far but it's secret. They have an ordinance that can't come out because one of those involved is the Senator Toussant, and as long as there is that parlimentary immunity protecting him there is no way that the ordinance can come out." Judge Claudia Garzon, his life was in danger? Montasse: Yes, we had a situation where the judge and we felt he didn't have the proper protection and the conditions to work and that's when he resigned however because of pressure from international and Haitian human rights groups, from people like me that is party to the case to reconsidered when he received protection from the Minister of Justice." Are you carrying on Jean Dominic's work? Montasse: "I have been working with him for the last 28 years, In fact I started first as a journalist then as a broadcast journalist. It was closed in 1980 by the political police of Jean-Claude ’’Baby Doc’’ Duvalier, the former President of Haiti and we were all expelled to the US. I went to the US and Jean went to Venezuela and then joined me in New York and we spent 1980 to 1986 in exile in New York. We came back to Haiti in 1986 and rebuilt the station, which was totally destroyed by Duvallier's political police. We started over again with Radio Haiti, I was working with Jean doing his regular morning show, 7:00 to 8:30 every morning, we've been doing this since we started working together." Have things been better under Aristide? Montasse: "Well, I think certaintly they have been. One major offender of human rights which happened to be the Haitian army is now out of the way and the fact that the army has been dismantled is very important for people working around the government. Right now I don't think journalists have to worry about the government as such but even though in the case of my husband, there are people in part in power are being put into question in regards to this particular case, However we can't say the government is stopping the case, President Aristide said he wanted justice for Jean Dominic, a number of Minister under the former Winnie Preval President, then Aristide both said Jean should get justice, that he had been fighting to long for a democratic society to come into being in Haiti and that he deserved justice, I think there is a strong feeling also in the expressed by this government that if this case isn't solved there will be other problems for Haiti. Thousands and thousands of people have been protesting every week to say if this case is not solved what other cases will be solved in terms of the judicial system, which we know is a corrupt system. At the have a declared willingness to get this case resolved and at the same time there are pressures so it slows down to halt." Do you think the international community is doing enough? Montasse: "Personnally I don't think so in my point of view, right now international aid is not being given to Haiti on the basis of political negotiations. I haven't seen the decision to say it's not just about politcal agendas, it's not just elections, it's also justice, it's also human rights, it's also a number of other issues that are important to a majority of people who really quite frankly don't give any importance to the political negotiations going on, they seem to be reserved for the international community and the politicians but the majority of the Haitian people and the problems of Haiti don't seem to find any to take out of those political negotitions, which are strictly on electorial matters." You say the Haitian army are out of the equation but didn't they attack a police barracks last year killing 7? Montasse: "Yes, but they no longer hold power, you have 7000 in the military so there are some that hold allegiance to the former army and would like to see that army return and there are political parties on the extreme right or the right who wish the Duvallier years were not over and of course those people would support the army. One thing also that is clear is that the opposition party is in support of the army, but the majority of the Haitian people have suffered too much under army hands." The U.S has sanctions against Haiti? Montasse: "They are not sanctions they are a withdrawal of aid directly to the government which has lasted two years. It was a decision taken by the American congress ssaying Haiti should prove they are fighting drugs, that they have free and fair elections, all these conditions have to be met before they give aid to the Haitian government, right now they are giving aid to international groups, and NGO's, and through other channels." Haven't DEA said that Haiti is complying? Montasse: "Yes they have but apparently but we yet to see the aid restored. The elections have to be done on the level of parliment, on the level groups and elections, unless is not done they won't except to give the aid back. This is the case for the European Union, this is the case for a majority of aid donors, this is also the case for financial organisations, like the American Development Bank and the World Bank, so all this aid is being frozen until they find a political solution or a solution to the political impasse." Has the European parliment sent any delegations to Haiti to investigate the situation? Montasse:" The European Union came out with a statement asking the negotiatons take place again and be reopened. Same attiude, they haven't sent a special investigation group but they have a representative here in Port Au Prince and in spite of the fact the countries from the ACP and the countries from the Contonue accor have said the the European Union they want aid to be started again and this hasn't been done." | ID : 1085 montasse radio haiti inter jean dominque murder politics justice international aid Port Au Prince Haiti |
| 2 min | The European court Hague wouldn't be of any use? Montasse: "No, it has to be inter American court first. Before it goes to the Inter American courts take up a case it has to go through the Haitian courts first and that hasn't happened. We don't even know what's going on with that investigation, what they have found out, all we know is that a number of people have been charged. How do we know they've been charged? It's not because of the ordinance, it's because Toussant has says he's been charged because when the judge asked him to bring his lawyer then he knew he was being charged but it is not official yet and it cannot be according to Haitian law, if a judge would come out with an ordinance, Danny Toussant without the ordinance being lifted the judge is responsible, judge himself by court." Do you feel in danger? Possible target? Montasse: "What I know about the investigation, what came out was that the contract was for two people.
